Phil currently serves Forestar as Executive Vice President - Water Resources. Prior to this position, Phil held the position of Executive Vice President - Real Estate from 2009 to 2013. He served the Federal National Mortgage Association (Fannie Mae) as Senior Vice President – Multifamily from 2006 to October 2009, as Chief of Staff to the CEO from 2004 to 2006, and in other management roles prior to 2004.
Phil received his Juris Doctor from DePaul University after completing his legal studies at Southern Methodist University, and holds a Bachelor of Arts from Texas Christian University.

Brent Covert
Senior Vice President - Water Resources
Brent has served Forestar as Senior Vice President-Water Resources since 2011.
Brent has served Forestar as Senior Vice President-Water Resources since 2011. Brent Covert brings over 15 years’ experience in water related fields. His water career began in 1995 with the acquisition of water and wastewater systems in Texas and the Midwest United States for Duquesne Electric. He spent eight years at the Lower Colorado River Authority working on water and wastewater related projects. Prior to joining Forestar, he served as President of Sustainable Water Resources, a Central Texas water development project.
Brent holds a Bachelor of Arts degree and a Masters in Business Administration degree from Texas State University.

Bill Goodrum
Vice President - Water Resources
Bill is responsible for Forestar’s East Texas water assets as well as mitigation solutions across the business enterprise.

Prior to his current role, Bill was responsible for the development and maintenance of environmental programs, policies and practices across the Forestar business enterprise. Bill joined the former parent company of Forestar, Temple-Inland, in 1981 and prior to joining Temple-Inland he worked for the Natural Resource Conservation Service. He has 30 years of experience in the management of natural resource assets in the areas of business development and market based conservation ventures, conservation portfolio development/management, certification programs/best management practices, environmental compliance/auditing, water quality, and wildlife management.
Bill holds a Bachelor’s degree in Wildlife & Range Science from Texas A & M University and a Masters of Science in Forestry from Stephen F. Austin State University.

Tavia McCuean
Vice President - Stewardship and Conservation
Tavia joined Forestar in 2008 as Vice-President of Stewardship and Conservation.
Tavia joined Forestar in 2008 as Vice-President of Stewardship and Conservation. Her primary responsibility is to promote responsible development and conservation of Forestar’s portfolio which includes mitigation and water issues for the eastern region. Prior to joining Forestar, Tavia was the Director of The Georgia Chapter of The Nature Conservancy for 20 years. The Nature Conservancy, while under her direction, helped to protect more than 250,000 acres across the state of Georgia.
Prior to working at The Nature Conservancy, she served as the Director of The Florida Trust for Historic Preservation and was employed by the Northwest Florida Water Management District. Tavia is a graduate of Auburn University.
